Dún Laoghaire Harbour 'landmark building' proposal to be finalised in early New Year

4 designs shortlisted from 62 applicants worldwide

The Dún Laoghaire Harbour Company (DLHC), the statutory commercial body charged with the management of Dún Laoghaire Harbour, is pleased to announce that 4 designs have been shortlisted in its worldwide competition announced last July for the re-development on the Carlisle Pier at Dún Laoghaire Harbour.
The shortlisted entries are:

  • Laing O'Rourke and Benton Properties Holding Ltd. (architects - Skidmore, Owings and Merrill Inc., London - recent winners of the international design competition for the new NATO building in Brussels). Cultural element - a national maritime museum.
  • Mailboat Pier Company made up of Heritage Properties Ltd. and Melcorpo Property Development Ltd., (architects - Daniel Libeskind Architects - designers of the World Trade Centre replacement in New York). Cultural element - Irish diaspora museum.
  • Pierse Contracting (architects - Scott Tallon Walker - designers of many of the most prominent waterfront buildings at Dublin's IFSC). Cultural element - interactive centre for literature art and music, emigration history centre, municipal art gallery.
  • Urban Capital, comprising Sisk Contractors, Thomas Read Group, Urban Capital Group (architects - Hennigan.Peng. - recent winners of the international Pyramid Museum, Egypt competition). Cultural element - a national aquarium.

All four projects have an estimated cost in excess of €100 million and include a significant commercial element in order to fund the cost.

The competition, which was publicised throughout the world, attracted hundreds of enquiries that led to 62 firms requesting detailed information and submission packs. In all 14 groups submitted final proposals. The submitted projects were independently assessed by advisors to the DLHC to ensure they meet the planning requirements that include the provision of a landmark building of international architectural quality and a significant cultural attraction. The 4 groupings shortlisted will be asked to submit more detailed plans between now and Christmas and following a public consultation process in January 2004 a winning proposal will be selected by the DLHC board.

Commenting, Michael Hanahoe, CEO of the Dún Laoghaire Harbour Company, said, "we are delighted with the quality of overall response which reflects the unique importance of the Carlisle Pier site. We have short listed four excellent projects, which we believe have the potential to meet the very stringent planning requirements for the site and provide Dún Laoghaire with a beautiful waterfront landmark development. A very important part of the competition is the public consultation process, which will take place early in January and will be designed to ensure that the people of Dún Laoghaire and beyond will have an opportunity to make their views known on all four short listed projects."

The Harbour Company and Dún Laoghaire Rathdown County Council jointly want the re-development to become a major attraction for visitors and the people of Dún Laoghaire reflecting its historic significance and maximising its potential to enhance the physical, cultural, economic and social life of Dún Laoghaire.

The original Carlisle Pier was built between 1855 and 1859 and a rail line operated onto the Pier until 1980. It was the main pier for the ferries that travelled between Dún Laoghaire and Holyhead until 1995 when the high-speed HSS craft came into service and a new dedicated HSS terminal was opened. The Carlisle Pier has a site area of 0.91 hectares (2.25 acres).

Carlisle Pier Project Brochure Wins Award

The Dún Laoghaire Harbour Company was awarded the Irish Times advertising award for 2003 in the development land category at an awards ceremony in the Shelbourne Hotel on the 17th September 2003. The award was for the colour ads used to market the Carlisle Pier.
